Tom Tobin
Tom Tobin was elected Mayor on September 15, 2020 and sworn in to his elected position on September 16, 2020. Prior to his position as Mayor, Tom has been a Village Trustee since 1998 and served as the Deputy Mayor from 2001 –2015 and 2019-2020. Tom was also the liaison to the Planning Commission, Colonie Fire Company, Inc., Amphitheater Committee and Family Recreation Center during his years as Trustee. He has served as a member on the Colonie Village Master Plan Committee and was a member of the Planning Commission for 10 years. Tom is a graduate of SUNY Albany with a bachelor’s degree in Political Science. Tom served our Country in the US Marine Corps and is a Vietnam War Veteran. He retired from New York State as a Computer Programmer/Analyst after 30 years. Tom enjoys spending time with this wife, two daughters and several grandchildren.

Ed Sim
Ed Sim served as appointed Village Mayor from November 4, 2019 to September 2020. Ed and his wife Sue are long-time residents of the Village of Colonie. They have been married for 37 years and have 3 adult children and 4 grandchildren. Ed started working in the Village at Cook Park when he was 18. He has held various positions including Youth Director and Assistant DPW Superintendent.
He was instrumental in the creation of the Family Recreation Center. He also served as chairman of the Village Traffic Commission. Ed is a 42 year Lifetime Active Member of the Village Fire Company where he was chief for a total of 10 years. Ed has served on the South Colonie Board of Education since 2011 and is the former Board of Education President.

Patty Schwarz-Lockart
Patty Schwarz – Lockart was born and raised in the Village of Colonie. She was elected in 2014 to Village Trustee and is currently liaison to the Senior Citizen Center, the Outreach Center, Village Hall Staff and the Security/Police Division.
Patty is a retired employee of the Colonie Police Department and served as a Victim Specialist for 34 years. She assisted in the investigation and prosecution of sexual offenses and crimes against vulnerable populations. Patty is a founder and Advisory Board Member of the Colonie Youth Court, she also a 3rd term legislator in the Albany County Legislature’s 26th District.

Art White
Art White was appointed to the position of Village Trustee on September 16, 2020. Art is a lifelong resident of the Village of Colonie, where he raised a family of three daughters with his wife Patti. Art is a former partner of Holland Flower Shoppe located in the Village of Colonie, where he worked for 37 years. Art is a licensed New York State Funeral Director, since 1976, and currently is associated with Newcomer Cremations and Funerals. He attended schooling at Hudson Valley Community College and the College of Saint Rose. Art is also a former member of the Village of Colonie Fire Company. Art has 5 grandchildren.

Jim Rubino
Jim Rubino was elected to the position of Village Trustee in April 2021. He is currently liaison to the Zoning Board of Appeals and the Village Fire Department. Prior to becoming a Trustee, he was a member of the Village Sign Review Board since 2000 and has served as Chairman for several years. Jim is a retired member of IBEW Local 236 and has served as an Apprentice instructor. He is a 37-year Member of Colonie Elks Lodge #2192. In 2019 he was elected to the position of State Capital District State Vice President. He currently serves as Grand Lodge Deputy to the Stratton Veteran’s Hospital. Jim served in the Army Reserves for 6 years and has graduated from Christian Brothers Academy, Hudson Valley Community College, Local 724 Apprentice program and the University of Tennessee at Knoxville for Vocational Instructor Training. Jim and his wife Sue have been married for 50 years and Village residents for 45 years, they have 3 children and four grandchildren. Jim is looking forward to his new elected roll as a Village Trustee and being part of the team to make Our Village “A Place to be Proud Of”.
