Mayor Frank Leak
Mayor Frank Leak is a life-long resident of the Capital District and an almost 50 year resident of the Village of Colonie. He is well known for his involvement in local community, religious and civic organizations.
A Navy Veteran of World War II, Frank built an unshakable reputation for quality and honesty as a building contractor and now as a municipal government official. As a Village Trustee for 16 years and Mayor since 1995, Frank has been a driving force in the expansion of services to our senior citizens. He has devoted countless hours and energy in improving the facilities and delivery of service of our Colonie Fire Company, including provision of the newest fire equipment. Mayor Leak is a well-known for his willingness to help anyone he can. He has wholeheartedly supported the Colonie Little League, Babe Ruth, Soccer and Girls Softball teams as well as the Boy Scouts of America. He is a member of the BPOE #2192, a lifetime member of the Knights of Columbus Council #3394 and Carpenters Union Local #146. Frank was a leading force in the construction of the Frank A. Leak Amphitheater and complete renovation of the Village Outreach Building.
Frank and his wife, Mae, are devoted members of the Village of Colonie. Frank enjoys spending time with his three daughters Joanne, Diane and Roxanne, his three grandchildren RJ, Mellissa and Scot, and his 2 great-grandchildren Jaden and Olivia. When asked about his term as Mayor, Frank said, “I have been proud to serve the citizens of our Village. Working together, we have helped make this community a prosperous and safe place in which we live and raise our families. I look forward to accomplishing even more in the future.”
Frank is proud to be the recipient of many community awards including; Living Resources Community Enrichment Award, Frank C. Moore award from Albany County, and, Friends of Education award from South Colonie Central School District.

Ed Sim was recently appointed as Village Trustee. Ed and his wife Sue are long-time residents of the Village of Colonie. They have been married for 37 years and have 3 adult children and 4 grandchildren. Ed started working in the Village at Cook Park when he was 18. He has held various positions including Youth Director and Assistant DPW Superintendent.
He was instrumental in the creation of the Family Recreation Center. He also served as chairman of the Village Traffic Commission. Ed is a 42 year Lifetime Active Member of the Village Fire Company where he was chief for a total of 10 years. Ed has served on the South Colonie School Board for 7 years and is currently President.
Patty Schwarz – Lockart was born and raised in the Village of Colonie. She was elected in 2014 to Village Trustee and is currently liaison to the Senior Citizen Center, the Outreach Center, Village Hall Staff and the Security/Police Division.
Patty is a retired employee of the Colonie Police Department and served as a Victim Specialist for 34 years. She assisted in the investigation and prosecution of sexual offenses and crimes against vulnerable populations. Patty is a founder and Advisory Board Member of the Colonie Youth Court, she also a 3rd term legislator in the Albany County Legislature’s 26th District.
Jack Murphy, trustee of the Village of Colonie since 1995, has always been committed to the many youth-oriented projects throughout the Village. Jack is very proud of the Family Recreation Center and hopes it continues to be enjoyed by many Village youth and families. An inductee himself to the Albany Twilight League and Christian Brothers Academy Hall of Fame, he has devoted many years to coaching St. Clare’s basketball, Colonie Little League and Colonie Babe Ruth baseball. Jack has recently resumed coaching, taking on a 7th and 8th grade modified team. Jack likes to reach out and help kids within our community get into private schools like CBA for higher ratings for sports and academics and Jack also enjoys spending time with his boys and his three grandchildren.
Tom Tobin has been a Village trustee since 1998 and served as the Deputy Mayor from 2001 –2015. Tom is the current liaison to the Planning Commission, Colonie Fire Company, Inc., Amphitheater Committee and Family Recreation Center. He has served as a member on the Colonie Village Master Plan Committee and was a member of the Planning Commission for 10 years. Tom is a graduate of SUNY Albany with a bachelor’s degree in Political Science. Tom served our Country in the US Marine Corps and is a Vietnam War Veteran. He retired from New York State as a Computer Programmer/Analyst after 30 years. Tom enjoys spending time with this wife, two daughters and several grandchildren.
