Jim Rubino
Jim Rubino was elected to the position of Village Mayor in April 2024. Prior to becoming Mayor, he was a Village Trustee, liaison to the Zoning Board of Appeals and the Village Fire Department, a member of the Village Sign Review Board since 2000 and has served as Chairman for several years. Jim is a retired member of IBEW Local 236 and has served as an Apprentice instructor. He is a 37-year Member of Colonie Elks Lodge #2192. In 2019 he was elected to the position of State Capital District State Vice President. He currently serves as Grand Lodge Deputy to the Stratton Veteran’s Hospital. Jim served in the Army Reserves for 6 years and has graduated from Christian Brothers Academy, Hudson Valley Community College, Local 724 Apprentice program and the University of Tennessee at Knoxville for Vocational Instructor Training. Jim and his wife Sue have been married for over 50 years and Village residents for over 45 years, they have 3 children and four grandchildren. Jim is looking forward to his new elected roll as a Village Mayor and being part of the team to make Our Village “A Place to be Proud Of”.
Patty Schwarz Lockart
Patty Schwarz Lockart was born and raised in the Village of Colonie. She was elected in 2014 to Village Trustee and appointed as Deputy Mayor in April of 2024. Patty is a retired employee of the Colonie Police Department and served as a Victim Specialist for 34 years. She assisted in the investigation and prosecution of sexual offenses and crimes against vulnerable populations. Patty is a founder and Advisory Board Member of the Colonie Youth Court, she also a 3rd term legislator in the Albany County Legislature’s 26th District.
Frank Prevratil
Frank Prevratil was appointed as Trustee in November 2023. He is a long-time resident of the Village of Colonie, where he raised his three children and two grandchildren. Currently, Frank works as the Director of Day Services for Living Resources. During his time at Living Resources, Frank was instrumental in the creation of Day Habilitation without walls throughout New York state. Frank is very involved with his local community. He served as the Chairman of the Village of Colonie Traffic Advisory Committee since 2002, and was a member of the Zoning Board of Appeals for the Village of Colonie since 2002. Frank was a member of the Village of Colonie Ethics Board and was a past Election Inspector and Commissioner for the Village of Colonie Elections. He was also a former member of the Town of Colonie Planning Board. Frank is a past Trustee of the Pine Grove Methodist Church, where he also served as a Lay Minister, and has been an active member of the church since 1997. Currently, Frank is the Pastor for Walk of Life at Nassau Reformed Church. Additionally, he was the President of the Colonie Little League, a past secretary for the Colonie Little League, and coached baseball for over 15 years.
